Safety Law News for November 9, 2016

In Arkansas, officials in the Little Rock School District have made the decision to pull all officers from its elementary schools. In its place is a new mobile security system that allows officers to drive to multiple schools to do security checks, instead of being stationed at each elementary school.

In Pennsylvania, the Safe Schools Initiative Targeted Grant program has awarded $6.5 million in grants for the training and compensation of school resource officers and school police officers, and to prevent and reduce violent incidents through programs and security equipment.

In Nebraska, the Omaha Education Association and area teachers lament the new restorative justice discipline policy. Teachers say that it is time the consequences fit the crimes. One teacher has already resigned because of the violence.

In New Jersey, the United States District Court held that a student was appropriately disciplined for his out-of-school postings on YouTube and Twitter that disparaged, harassed, intimidated and bullied fellow students, and triggered the school’s obligations under the New Jersey Anti-Bullying Bill of Rights Act. [Dunkley v. Board of Education of the Greater Egg Harbor].

In Georgia, the Georgia Supreme Court issued a ruling that said a law that prohibits guns at school property trumps one passed at the same time that allowed firearms inside school safety zones.

In Rhode Island, school officials have signed an “improved” agreement with the Pawtucket Police Department modifying the School Resource Officers Program. The new MOU was prompted by an incident when an SRO was videotaped tackling two students in the school.

In Iowa, school buses in Des Moines with lap and shoulder belts will transport students as part of a new Iowa Department of Education study. The study comes after the National Highway Traffic Safety Administration recommended that seat belts be added to school buses.

In Georgia, teachers in Clayton County are asking how safe are teachers in schools after a teacher was assaulted and slammed to the ground by a student.

In Colorado, Colorado Springs school officials are trying new tactics to prevent students from using marijuana.

In Idaho, educators in Jefferson County are implementing a new emergency crisis policy based on the national “I Love U Guys” response protocol.

A report by the American Civil Liberties Union found that during the 2013-2014 school year, over 200,000 California school students — most of them minorities from low-income families or kids with disabilities — were disciplined by an in-school police officer for minor infractions a teacher would normally handle.

In Minnesota, Shakopee administrators have replaced D.A.R.E., the long-running school standard for substance abuse education, in favor of their own program, “COPS, Community Outreach by Police for Students.”

In Delaware, the Senate Public Safety Committee on School Safety released a report that cites an explosion of gang violence and cyberbullying and recommends a ban on cell phones and an increase in school resource officers in all school districts.

In Alabama, educators in Limestone County are using the smartphone app “Rave Panic Button” to guard against active shooters and other school emergencies.

In Nebraska, the Nebraska Commission on Law Enforcement and Criminal Justice has approved a statewide policy on body-worn cameras, including school resource officers.

In Connecticut, the New Haven “Project Youth Court” is succeeding in a restorative justice approach that uses a volunteer group of high school students to determine a sentence for their peers.

In Alaska, the Association of Alaska Schools Boards has released its 2015 School Climate and Connectedness Survey. The survey measures how students and staff view their school climate, how connected students feel to adults and peers, and student risk behaviors at school or school events.

In New York City, a Queens teacher won a $125,000 city settlement for injuries caused by students. The teacher suffered five herniated discs in her back, two in her neck and a torn meniscus in two incidents.

In New York City, a female student showed up to a Queens high school with 15 nickel bags of marijuana and a scale in her backpack — but she was let off with just a summons.

In New York City, the mayor is implementing a new rule that will punish any school resource officer who takes photos of guns, blades and drugs seized at public schools.

In South Dakota, Sioux Falls school officials are implementing new building access policies to make sure students are safe in the early morning before the start of the regular school day.

In Rhode Island, officials in Portsmouth received a $250,000 grant from the U.S. Justice Department for school resource officers. The funds will go toward two school resource officers.

In Indiana, an incident in the Bartholomew Consolidated School district is being used to illustrate why “public discussion about suicide must continue and why funding school resource officers and the naloxone kits are worth every penny.”

In Wisconsin, the Madison School Board and the City Council both voted to sign a contract approving the continued use of school resource officers in the city’s four high schools.

In North Carolina, the Wake County Sheriff is considering removing his school resource officers from the Wake County Public School System if a system-wide policy is not created for transgender students using restrooms and locker rooms.
